Youth groups petition minister to rein in meddlesome Muguti

A group of youth-based NGOs coalescing under the Youth Coalition banner has written to Local Government Minister July Moyo asking the top government official to rein in under-fire Harare Provincial Development Coordinator Tafadzwa Muguti for alleged attempts to capture the country’s private organisations.
Muguti torched a storm recently when he ordered all NGOs in Harare to submit their 2021 workplans as well as information relating to workshops, commissioning of projects among other activities before 9 July.
He also invited all NGO country directors to pay courtesy calls on him and the Minister of State for Provincial Affairs and Devolution.
NGOs have however not hesitated to tell the controversial bureaucrat to stop meddling in their lawful affairs.
In correspondence to minister Moyo, Youth Coalition said the grouping was “deeply concerned by the contents of the letters in which it was insinuated that all NGOs fall under the direct supervision of Provincial Development Coordinator (PDC).”
Youth Coalition said the tone in Muguti’s directives could be signs the current Zanu PF led administration was bent on restoring the bad blood that existed during late former President Robert Mugabe’s oppressive reign.
Added the group, “Without belittling the esteemed office of the PDC, we are gravely worried that the yester year acrimonious relationship which existed between the Civil Society and the previous government might be on its way back.
“We stand to be guided but we view the directives as rather unilateral and misguided.”
Youth Coalition further said Muguti’s directives were wayward as there was no existing legislation that gave him the mandate to interfere with their affairs.
“It must be noted that going by the Provincial Councils and Administrative Act, the office is non-existent and even if we might want to equate the office to that of the Provincial Administrator provided at law in the Provincial Councils and Administrators Act, the powers will be then limited to activities relating to the operations of government.
“There is no legal backing that would make the PDC’s office control the operations and activities of NGOs as they are not part of and or agencies of government. Section 68 of our constitution is very clear that every person has a right to lawful administrative conduct.
“We therefore call upon your office to reign in your bureaucrats before we take appropriate legal actions to protect ourselves.”
The groups include African Regional Youth Initiative (ARYI), African Youth Portal (AYP), Community Talk, Fraternity of Youth Trust, Light Bearers Youth Initiative Trust and the Young Advocates for Inclusion Network (YAIN).
The other groups that co-signed the petition Youth Alliance for Democracy (YAD), Youth Forum Zimbabwe (YFZ), Youth Initiatives for Community Development (YICD) and Zimbabwe National Students Union (ZINASU).
